I don't see why you cannot just use an out of the box phpBB install and disable unneeded features via the Load Settings.I also checked out the software that phpbb uses but that is way too fancy for me.
ACP > Server Configuration > Load Settings.
You can disable things like the online list in there, disable the online tag on profiles, etc.
There are other sections in the ACP to turn off things like private messaging.
