First you should establish if merely playing a video does actually involve any cookies, or if they are not initiated unless someone visits the youtube domain.

I highly doubt any law makers will chase you. The law came in in 2002. I've never had the cookie pop up on any of my forums and I've yet to even get a letter asking me to do so.
I am absolutely convinced of it. I have been dedicating myself to privacy issues for the site and the forum for days now and I have communicated extensively.
The YouTube issue is certain and well known, unfortunately. Think youtube provides a specific embed iframe code for those who don't want problems with cookies.
But...
1) the official phbb plugin for embed media does not work with iframes but with the dry link
2) in any case you cannot be sure that the users who post the video in your forum use that specific code

Regarding the possibility that sanctions may arrive... well... I can only tell you that in my Country in 2023, 1,351 data breaches were notified to the Guarantor, with fines of over 9 million euros collected.

The risk exists, there's no point in beating around the bush... :(
