not quite. those usernames are only names that you have previously typed into that username blank in the login box. it only keeps track of the names that you type into that log in box. the names have nothing to do with any other users/or guests etc.
as mentioned, it is your browser that is keeping track of the names that are put into your phpbb login. nothing really to do with phpBB other than that.
