Change of plan. I can't add the local time to the member list page without writing non-performant code because there isn't an event I can use to insert the data efficiently. I've created a PR for this though.

I think beta 4 is probably the last version and potentially ready for submission to the CDB unless there is anywhere else that a local time for each user would make sense to include somewhere. Happy for reasonable suggestions.
